美 버락 오바마 대통령 취임 연설 全文 영한 대역

“희망과 미덕으로 시련의 겨울을 견디자”-President Obama?s Inaugural Address-

    美 버락 오바마 대통령 취임 연설 全文 영한 대역
    오바마는 링컨을 정신적 지주로 삼고 있다. 링컨의 목소리는 쇳소리였기 때문에 듣기에 거북했다. 그러나 탁월한 문장력으로 이를 극복했다. 그것은 노력의 산물이었다. 링컨은 성서·셰익스피어·영어문법책을 외우다시피 했다. 오바마는 하버드대 104년 역사 최초의 흑인 ‘하버드 로스쿨 리뷰(Harvard Law School Review)’ 편집장으로 글쓰기를 훈련했다.

    오바마는 2008년 11월4일 밤 ‘대통령 당선자 당선수락 연설 President-elect‘s victory speech’에서 링컨의 말을 상기시켰다. More than two centuries later a government of the people, by the people, and for the people has not perished from the Earth.(200년 이상이 지난 지금, 국민의 국민에 의한 국민을 위한 정부가 이 지구상에서 멸망하지 않았다.)

    오바마는 마틴 루터 킹을 또 하나의 정신적 지주로 삼고 있다. 킹 목사가 버밍엄 감옥에서 쓴 My Dear Fellow Clergymen(나의 친애하는 성직자님들)으로 시작하는 글(1963년 4월 16일)에는 한 문장(sentence)에 부사절 ‘when you ~’가 9번이나 반복되어 리듬감을 준다. 1963년 8월28일 마틴 루터 킹 목사는 노예해방 100주년을 맞아 워싱턴 DC의 링컨기념관에서 행한 연설에서, 주제문 I have a dream(나에겐 꿈이 있습니다)과 Let freedom ring(자유의 종소리가 울려 퍼져야 합니다)을 수없이 반복함으로써 음악성을 가미시켰다.

    지휘자처럼 청중을 휘어잡는 명 연설가

    오바마는 역시 ‘President-elect‘s victory speech’에서 ‘미국은 모든 것이 가능한 나라(America is a place where all things are possible)’라고 선언하면서, 연설 후반부의 각 절 끝에 “Yes, we can!”이라는 리프레인(refrain·후렴)을 되풀이하는 음악적 연출을 하였다. 케네디의 수사법인 대구법(parallelism)과 교차대구법(chiasmus) 요소도 집어넣었다.



    The change we need doesn‘t come from Washington. Change comes to Washington. Change happens because the American people demand it - because they rise up and insist on new ideas and new leadership, a new politics for a new time. (우리가 필요로 하는 변화는 정부에서 나오는 것이 아닙니다. 변화란 정부로 들어가는 것입니다. 변화는 일어납니다. 미국 국민이 변화를 요구하기 때문입니다. 국민이 일어서서 새 시대를 위한 새로운 생각, 새로운 지도력, 새로운 정치를 주장하기 때문입니다.)

    오바마는 대중연설(public speaking)과 감정에 호소하는 설득(emotional persuasion)에 대단히 능숙하다. 목소리도 호소력 있는 저음이다. 마치 오케스트라의 지휘자가 악단 전체를, 동시에 단원 개개인을 정확히 휘어잡듯 청중을 쥐락펴락 들었다 놨다 한다. 미국의 언어학자이며 정치평론가(political commentator)인 맥오터(John Hamilton McWhorter·1965~)는 그의 연설 솜씨에 대해서 이렇게 평했다.

    I like that he is a thinking person. I like that he is good at rubbing a noun and a verb together. Often black people are termed “articulate”whose verbal skills would elicit no comment if they were white, but Mr. Obama actually is bracingly adept with words. (나는 오바마가 분별력 있는 사람이어서 좋아한다. 그가 명사와 동사를 잘 짜 맞추는 문장구사능력이 탁월한 사람이어서 좋아한다. 흔히 백인이 말을 능숙하게 하면 평가를 받지 못하지만 흑인이 말을 노련하게 잘하면 “발음이 또박또박하고 논리가 정연하다”는 논평을 듣게 된다. 그러나 오바마는 정말 언어도사다.)

    이번 취임 연설은 보통의 문장으로 하고자 하는 말만 충실하게 잘 요약해서 담았다. 명문장이나 허명보다는 실사구시에 초점을 맞췄다. 그럼에도 연설 말미를 보면 ‘당선 연설’에서 눈길을 끌었던 ‘Yes, we can!’ 같은 어조가 그대로 숨 쉬고 있음을 알 수 있다.

    let us brave once more the icy currents, and endure what storms may come. Let it be said by our children‘s children that when we were tested, we refused to let this journey end.     My fellow citizens:

    I stand here today humbled by the task before us, grateful for the trust you have bestowed, mindful of the sacrifices borne by our ancestors. I thank President Bush for his service to our nation, as well as the generosity and co-operation he has shown throughout this transition.

    Forty-four Americans have now taken the presidential oath. The words have been spoken during rising tides of prosperity and the still waters of peace. Yet, every so often the oath is taken amidst gathering clouds and raging storms. At these moments, America has carried on not simply because of the skill or vision of those in high office, but because We the People have remained faithful to the ideals of our forbearers, and true to our founding documents. So it has been. So it must be with this generation of Americans.

    That we are in the midst of crisis is now well understood. Our nation is at war, against a far-reaching network of violence and hatred. Our economy is badly weakened, a consequence of greed and irresponsibility on the part of some, but also our collective failure to make hard choices and prepare the nation for a new age. Homes have been lost; jobs shed; businesses shuttered. Our health care is too costly; our schools fail too many; and each day brings further evidence that the ways we use energy strengthen our adversaries and threaten our planet.

    These are the indicators of crisis, subject to data and statistics. Less measurable but no less profound is a sapping of confidence across our land ? a nagging fear that America‘s decline is inevitable, and that the next generation must lower its sights. Today I say to you that the challenges we face are real. They are serious and they are many. They will not be met easily or in a short span of time. But know this, America ? they will be met.

    On this day, we gather because we have chosen hope over fear, unity of purpose over conflict and discord. On this day, we come to proclaim an end to the petty grievances and false promises, the recriminations and worn-out dogmas, that for far too long have strangled our politics.

    오늘 우리는 공포보다는 희망을, 갈등과 불화보다는 공동목표를 선택했기 때문에 모였습니다. 오늘 우리는 오랫동안 우리의 정치를 질식시켜왔던 사소한 불만과 거짓 약속, 이전투구, 낡은 독단에 종지부를 찍기 위해 모였습니다.

    We remain a young nation, but in the words of Scripture, the time has come to set aside childish things. The time has come to reaffirm our enduring spirit; to choose our better history; to carry forward that precious gift, that noble idea, passed on from generation to generation: the God-given promise that all are equal, all are free, and all deserve a chance to pursue their full measure of happiness.

    In reaffirming the greatness of our nation, we understand that greatness is never a given. It must be earned. Our journey has never been one of shortcuts or settling for less. It has not been the path for the faint-hearted ? for those who prefer leisure over work, or seek only the pleasures of riches and fame. Rather, it has been the risk-takers, the doers, the makers of things ? some celebrated but more often men and women obscure in their labour, who have carried us up the long, rugged path towards prosperity and freedom.

    For us, they packed up their few worldly possessions and travelled across oceans in search of a new life. For us, they toiled in sweatshops and settled the West; endured the lash of the whip and plowed the hard earth. For us, they fought and died, in places like Concord and Gettysburg; Normandy and Khe Sahn.

But our time of standing pat, of protecting narrow interests and putting off unpleasant decisions ? that time has surely passed. Starting today, we must pick ourselves up, dust ourselves off, and begin again the work of remaking America.

    For everywhere we look, there is work to be done. The state of the economy calls for action, bold and swift, and we will act ? not only to create new jobs, but to lay a new foundation for growth. We will build the roads and bridges, the electric grids and digital lines that feed our commerce and bind us together. We will restore science to its rightful place, and wield technology‘s wonders to raise health care‘s quality and lower its cost. We will harness the sun, and the winds and the soil to fuel our cars and run our factories. And we will transform our schools and colleges and universities to meet the demands of a new age. All this we can do. And all this we will do.

    Now, there are some who question the scale of our ambitions ? who suggest that our system cannot tolerate too many big plans. Their memories are short. For they have forgotten what this country has already done; what free men and women can achieve when imagination is joined to common purpose, and necessity to courage.

    그런데 우리의 체제로는 너무 많은 큰 계획을 감당할 수 없다고 말하면서, 우리의 야심 찬 계획에 의문을 제기하는 사람들이 있습니다. 그들은 기억력이 좋지 않아서 그런 것입니다. 그들은 이 나라가 이미 이룩한 업적을 잊어버렸습니다. 상상력이 공동목표와 결합될 때, 그리고 필요가 용기와 결합했을 때, 자유인이 무엇을 성취할 수 있는지를 잊어버렸기 때문입니다.

    What the cynics fail to understand is that the ground has shifted beneath them ? that the stale political arguments that have consumed us for so long no longer apply. The question we ask today is not whether our government is too big or too small, but whether it works ? whether it helps families find jobs at a decent wage, care they can afford, a retirement that is dignified. Where the answer is yes, we intend to move forward. Where the answer is no, programs will end. And those of us who manage the public‘s dollars will be held to account ? to spend wisely, reform bad habits, and do our business in the light of day ? because only then can we restore the vital trust between a people and their government.

    ♣ in the (cold) light of day: 냉철하게

    Nor is the question before us whether the market is a force for good or ill. Its power to generate wealth and expand freedom is unmatched, but this crisis has reminded us that without a watchful eye, the market can spin out of control ? and that a nation cannot prosper long when it favours only the prosperous. The success of our economy has always depended not just on the size of our gross domestic product, but on the reach of our prosperity; on our ability to extend opportunity to every willing heart ? not out of charity, but because it is the surest route to our common good.

    또한 우리 앞에 놓여 있는 문제는 시장이 선을 위한 세력인지 악을 위한 세력인지에 관한 것이 아니라는 점입니다. 부를 창출하고 자유를 확산시키는 시장의 힘은 비길 데 없이 큽니다. 하지만 이번 위기를 통해, 감시의 눈이 없으면 시장이 통제 불능 상태가 될 수 있다는 것을, 그리고 국가가 부유층에게만 호의를 베풀면 오래 번영할 수 없다는 사실을 깨닫게 되었습니다. 우리 경제의 성공은 국내총생산액의 크기뿐만 아니라 부가 미치는 범위에도 달려 있습니다. 즉 기회를 모든 의욕적인 사람들에게 확대하는 능력에 달려 있습니다. 자선에서가 아니라 그것이 우리의 공공복지에 이르는 가장 확실한 길이기 때문입니다.

    As for our common defence, we reject as false the choice between our safety and our ideals. Our Founding Fathers, faced with perils we can scarcely imagine, drafted a charter to assure the rule of law and the rights of man, a charter expanded by the blood of generations. Those ideals still light the world, and we will not give them up for expedience‘s sake. And so to all other peoples and governments who are watching today, from the grandest capitals to the small village where my father was born: know that America is a friend of each nation and every man, woman and child who seeks a future of peace and dignity, and that we are ready to lead once more.

    Recall that earlier generations faced down fascism and communism not just with missiles and tanks, but with sturdy alliances and enduring convictions. They understood that our power alone cannot protect us, nor does it entitle us to do as we please. Instead, they knew that our power grows through its prudent use; our security emanates from the justness of our cause, the force of our example, the tempering qualities of humility and restraint.

With old friends and former foes, we will work tirelessly to lessen the nuclear threat, and roll back the spectre of a warming planet. We will not apologize for our way of life, nor will we waver in its defence, and for those who seek to advance their aims by inducing terror and slaughtering innocents, we say to you now that our spirit is stronger and cannot be broken; you cannot outlast us, and we will defeat you.

    For we know that our patchwork heritage is a strength, not a weakness. We are a nation of Christians and Muslims, Jews and Hindus ? and non-believers. We are shaped by every language and culture, drawn from every end of this Earth; and because we have tasted the bitter swill of civil war and segregation, and emerged from that dark chapter stronger and more united, we cannot help but believe that the old hatreds shall someday pass; that the lines of tribe shall soon dissolve; that as the world grows smaller, our common humanity shall reveal itself; and that America must play its role in ushering in a new era of peace.

    여러 문화가 합쳐진 미국의 특성은 약점이 아니라 강점이기 때문입니다. 우리는 기독교도, 회교도, 유대교도, 힌두교도, 그리고 무신론자들로 이루어진 국가입니다. 우리는 이 지구의 곳곳에서 유입된 온갖 언어와 문화로 이루어진 나라입니다. 우리는 남북전쟁과 인종차별의 쓰라림을 맛보았으며, 강하게 단결해 어두운 시절을 헤쳐 나온 경험이 있기 때문에, 과거의 증오는 언젠가 사라지리라는 것을, 부족의 혈통이 사라질 것임을, 세계가 점점 작아짐에 따라 공동의 인간애가 실현될 것임을, 그리고 미국은 새로운 평화시대를 여는 역할을 반드시 할 것임을 믿어 의심치 않습니다.

    To the Muslim world, we seek a new way forward, based on mutual interest and mutual respect. To those leaders around the globe who seek to sow conflict, or blame their society‘s ills on the West ? know that your people will judge you on what you can build, not what you destroy. To those who cling to power through corruption and deceit and the silencing of dissent, know that you are on the wrong side of history; but that we will extend a hand if you are willing to unclench your fist.

    To the people of poor nations, we pledge to work alongside you to make your farms flourish and let clean waters flow; to nourish starved bodies and feed hungry minds. And to those nations like ours that enjoy relative plenty, we say we can no longer afford indifference to suffering outside our borders; nor can we consume the world‘s resources without regard to effect. For the world has changed, and we must change with it.

    As we consider the road that unfolds before us, we remember with humble gratitude those brave Americans who, at this very hour, patrol far-off deserts and distant mountains. They have something to tell us today, just as the fallen heroes who lie in Arlington whisper through the ages.

It is the fire-fighter‘s courage to storm a stairway filled with smoke, but also a parent‘s willingness to nurture a child, that finally decides our fate.

    Our challenges may be new. The instruments with which we meet them may be new. But those values upon which our success depends ? hard work and honesty, courage and fair play, tolerance and curiosity, loyalty and patriotism ? these things are old. These things are true. They have been the quiet force of progress throughout our history. What is demanded then is a return to these truths. What is required of us now is a new era of responsibility ? a recognition, on the part of every American, that we have duties to ourselves, our nation and the world, duties that we do not grudgingly accept but rather seize gladly, firm in the knowledge that there is nothing so satisfying to the spirit, so defining of our character, than giving our all to a difficult task.

    우리에게 새로운 도전이 닥치고 있습니다. 도전에 응하는 방편도 새로워져야 합니다. 성공을 담보하는 덕목은 노력, 정직, 용기, 공정, 인내, 호기심, 충성, 애국심입니다. 이러한 것들은 검증된 것이며, 틀림없는 것입니다. 이러한 덕목은 우리의 역사를 통틀어 전진의 조용한 힘이 되어왔습니다. 이번에 요구되는 것도 이러한 진리로 되돌아가는 것입니다. 지금 우리에게 요구된 것은 새로운 책임의 시대라는 것입니다. 우리 모든 미국인이 우리 자신, 우리 국가, 전세계에 대해 임무를 갖고 있다는 것을 인지하는 것입니다. 이 임무란 우리가 마지못해 받아들이는 임무가 아니라, 어려운 책무에 우리의 모든 것을 맡기기보다는 차라리 우리의 정신을 만족시키고 우리의 품성을 정의하는 데 비견할 만한 것이 없다는 인식을 갖고서 기꺼이 그리고 단호히 받아들이는 그런 의무를 말합니다.

    This is the price and the promise of citizenship. This is the source of our confidence ? the knowledge that God calls on us to shape an uncertain destiny. This is the meaning of our liberty and our creed ? why men, and women and children of every race and every faith can join in celebration across this magnificent mall, and why a man whose father less than sixty years ago might not have been served at a local restaurant can now stand before you to take a most sacred oath.

    So let us mark this day with remembrance, of who we are and how far we have travelled. In the year of America‘s birth, in the coldest of months, a small band of patriots huddled by dying campfires on the shores of an icy river. The capital was abandoned. The enemy was advancing. The snow was stained with blood. At a moment when the outcome of our revolution was most in doubt, the father of our nation ordered these words be read to the people: ?et it be told to the future world ... that in the depth of winter, when nothing but hope and virtue could survive ... that the city and the country, alarmed at one common danger, came forth to meet [it].?이제 우리는 우리가 누구이며 우리가 얼마나 먼 길을 여행해왔는지를 기억하며 오늘을 표시해둡시다. 미국이 탄생한 해에, 가장 추웠던 몇 달 동안 애국자들이 무리지어 얼어붙은 강변의 꺼져가는 모닥불 옆에서 작전회의를 했습니다. 수도는 포기했고, 적은 전진하고 있었습니다. 눈은 피로 물들었습니다. 독립될 가망이 거의 희미했을 때 건국의 아버지들은 다음 글을 국민에게 읽어주라고 했습니다. “오직 희망과 미덕만이 살아남을 수 있었던 한겨울에 하나의 공공의 위험에 놀란 도시와 농촌이 모두 위험에 맞서기 위해 나섰다는 것을 미래 세대에게 들려주도록 합시다.”

    America. In the face of our common dangers, in this winter of our hardship, let us remember these timeless words. With hope and virtue, let us brave once more the icy currents, and endure what storms may come. Let it be said by our children‘s children that when we were tested, we refused to let this journey end, that we did not turn back nor did we falter; and with eyes fixed on the horizon and God‘s grace upon us, we carried forth that great gift of freedom and delivered it safely to future generations. Thank you, God bless you, God bless the United States of America.
