    Healthcare reform is a ‘hot potato’ in US politics. Although the US federal government offers limited healthcare assistance to some of its citizens, it does not provide ‘comprehensive’ healthcare to all, as in most developed countries. In Britain, for example, the National Health Service gives free hospital care to everyone. In the US, nearly all hospital care is privately funded so many poorer people cannot afford to pay for treatment. Traditionally, comprehensive healthcare has been opposed by the Republican Party as a form of socialism.(의료보험 개혁은 현 미국 정치의 ‘뜨거운 감자’ 입니다. 미 연방정부가 일부 시민들에게 한정된 의료보험 지원을 하지만, 대부분의 선진국과 달리 모두에게 ‘포괄적인’ 의료보험 혜택이 돌아가지는 않습니다. 예를 들어 영국에서는 NHS(National Health Service)가 누구에게나 무료로 병원 진료 서비스를 제공하고 있습니다. 미국에서는 거의 모든 병원 진료비용을 개인이 부담해야 하기 때문에 많은 가난한 사람들이 병원비를 내지 못합니다. 전통적으로 공화당은 포괄적 의료 혜택이 사회주의의 한 형태라는 이유로 반대해왔습니다.)

    The following text contains parts of a recent speech given to Congress by President Obama, outlining his own plans for healthcare reform. Before you read, here are some useful words and expressions.(다음 글은 오바마 대통령이 의회에서 한 최근 연설의 일부분으로 의료보험 개혁에 대한 대통령의 견해를 잘 요약하고 있습니다. 읽기 전에 다음과 같은 유용한 단어와 표현을 살펴보시기 바랍니다.)

    ACTIVITY ONE : The text refers to health insurance. Other common types of insurance are car, housing and travel. There are also many English words closely related to ‘insurance’. Here are some examples:

    ACTIVITY TWO : At the beginning of his speech, President Obama refers to the breaking point, the moment when a situation becomes impossible to manage. ‘Break?is another English word with a large family. Here are some more useful family members to know. Can you match them with their meanings?

    Madam Speaker, Vice President Biden, members of Congress, and the American people:

    …A bill for comprehensive health reform was first introduced by John Dingell Sr. In 1943. Sixty-five years later, his son continues to introduce that same bill at the beginning of each session.‘1’

    Our collective failure to meet this challenge year after year, decade after decade has led us to the breaking point. Everyone understands the extraordinary hardships that are placed on the uninsured, who live every day just one accident or illness away from bankruptcy. These are not primarily people on welfare. ‘2’

    These are middle-class Americans. Some can?t get insurance on the job. Others are self-employed, and can?t afford it, since buying insurance on your own costs you three times as much as the coverage you get from your employer. Many other Americans who are willing and able to pay are still denied insurance due to previous illnesses or conditions that insurance companies decide are too risky or expensive to cover.

    We are the only advanced democracy on Earth, the only wealthy nation that allows such hardship for millions of its people. There are now more than 30 million American citizens who cannot get coverage. …In just a two-year period, one in every three Americans goes without health care coverage at some point. And every day, 14,000 Americans lose their coverage. In other words, it can happen to anyone.

    The plan I?m announcing tonight would meet three basic goals. It will provide more security and stability to those who have health insurance. It will provide insurance for those who don?t. And it will slow the growth of health care costs for our families, our businesses and our government. …It?s a plan that incorporates ideas from senators and congressmen, from Democrats and Republicans and yes, from some of my opponents in both the primary and general election.‘3’

    Here are the details that every American needs to know about this plan. First, if you are among the hundreds of millions of Americans who already have health insurance through your job, or Medicare, or Medicaid, or the VA,‘4’ nothing in this plan will require you or your employer to change the coverage or the doctor you have.

    …Under this plan, it will be against the law for insurance companies to deny you coverage because of a pre-existing condition. As soon as I sign this bill, it will be against the law for insurance companies to drop your coverage when you get sick or water it down when you need it most. …Under my plan, individuals will be required to carry basic health insurance just as most states require you to carry auto insurance. Likewise, businesses will be required to either offer their workers health care, or chip in to help cover the cost of their workers.

    Finally, let me discuss an issue that is a great concern to me, to members of this chamber, and to the public and that is how we pay for this plan. …First, I will not sign a plan that adds one dime to our deficits either now or in the future. …Second, we?ve estimated that most of this plan can be paid for by finding savings within the existing health care system, a system that is currently full of waste and abuse.

    Now, add it all up and the plan I?m proposing will cost around 0 billion over 10 years less than we have spent on the Iraq and Afghanistan wars, and less than the tax cuts for the wealthiest few Americans that Congress passed at the beginning of the previous administration.

    Everyone in this room knows what will happen if we do nothing. Our deficit will grow. More families will go bankrupt. More businesses will close. More Americans will lose their coverage when they are sick and need it the most. And more will die as a result. We know these things to be true.

    …But that is not what the moment calls for. That?s not what we came here to do. We did not come to fear the future. We came here to shape it. I still believe we can act even when it?s hard. …I still believe we can do great things, and that here and now we will meet history?s test. …Thank you, God bless you, and may God bless the United States of America.‘5


    최초의 포괄적인 의료보험개혁안은 1943년 존 딘젤(John Dingell Sr.) 의원에 의해 처음 상정되었으며 그로부터 65년이 지난 지금 그의 아들은 같은 법안을 회기마다 상정하고 있습니다.

    미국은 선진국 중 의료보험으로 인한 이러한 불편과 고통을 국민에게 안기는 유일한 국가입니다. 미국에는 3000만 명 이상이 현재 의료보험 혜택을 누리지 못하고 있는데, 이는 2 년이라는 기간에 미국인 3명 중 1 명이 어느 시점에서는 의료보험 혜택을 잃는다는 의미입니다. 즉 매일 1만4000명의 미국인이 의료보험 혜택을 잃는다는 뜻입니다. 이는 누구에게나 일어날 수 있는 일입니다.

    오늘 제가 발표하고자 하는 계획은 아래와 같은 세 가지 기본적인 목적을 충족시키고자 하는 것입니다. 의료보험에 가입한 사람은 누구나 안전하고 안정성 있는 보험 혜택을 보장받습니다. 보험에 가입하지 않은 사람도 의료보험의 혜택을 받을 수 있어야 합니다. 그리고 마지막으로 가정, 회사, 정부의 의료보험료 부담의 증가를 완화시키는 것입니다. 이는 상하원 의원, 공화당과 민주당, 예비선거 및 본선거에서 저와 겨루었던 후보자들의 의견 모두가 반영된 것입니다.

    이 계획의 보다 자세한 내용은 이렇습니다. 여러분이 이미 직장, 메디케어(Medicare), 메디케이드(Medicade) 또는 VA를 통해 의료보험에 가입해 있다면 여러분이 보장받는 범위에 달라지는 것은 아무것도 없습니다.
