    In Britain, It′s Crass(?) Warfare

    데이비드 캐머런 보수당 당수.

    Later this year at a date picked by the Prime Minister - voters in the UK will decide whether to choose Gordon Brown′s ruling Labour Party or David Cameron′s Conservatives. Most journalists and commentators think other opposition parties, such as the Liberal Democrats, stand little chance of coming to power. Traditionally Labour appealed to working class voters who favoured socialist ideals, with the Conservatives′ main popularity being among the richer middle and upper classes. In recent years, though, class divisions have been more difficult to draw, making the politicians′ job increasingly complicated. This New York Times article describes how class, and other factors, may determine 2010′s much-anticipated general election.

    2010년 영국 총선에서는 고든 브라운이 이끄는 노동당과 데이비드 캐머런이 이끄는 보수당이 정권의 향배를 놓고 격돌하게 된다. 대부분의 저널리스트와 정치 평론가들은 영국의 정치 구도에서 이 두 당을 제외하고 자유민주당과 같은 소수당이 부상할 가능성은 없다고 여기고 있다.

    The Duke of Wellington has been widely quoted as saying that the Battle of Waterloo was won on the playing fields of Eton. Prime Minister Gordon Brown seems to have gambled that the battle of Britain′s looming elections will be won by reference to that same exclusive greensward.

    Eton College is one of Britain′s best-known and, among a certain class of person, most sought-after private schools. The duke′s remark, possibly apocryphal, is presumed to have related to the character-building qualities of its rough-and-tumble, winner-takes-all sport known as the Eton Wall Game or perhaps, more prosaically, to pugilism among its students.

    But, with his evocation② of its playing fields, Mr. Brown has a different target in mind, not so much the Emperor Napoleon, who lost at Waterloo in 1815, but the pretender David Cameron, the opposition Conservative leader and an alumnus of Eton.

    이튼 칼리지는 세계적으로 유명한 영국의 사립학교로, 영국의 상류층이 가장 선망하는 학교다. 위의 다소 과장된 웰링턴 공작의 말은 이튼 칼리지 학생들이 월게임(현대의 럭비와 비슷한 격렬한 몸싸움을 수반하는 구기 종목 -번역자 주)과 복싱을 통해 호전적이고 승자 위주의 사고방식을 길러온 것을 의미한다.

    그러나 이번 고든 브라운의 말은 웰링턴 공작이 1815년 워털루 전투에서 맞섰던 적인 나폴레옹이 아니라 이번 선거에서 그의 강력한 맞수인 보수당의 리더이자 이튼 졸업생인 데이비드 캐머런을 염두에 두고 한 말이다.

    In Parliament, Mr. Brown assailed a Conservative promise of a huge tax break on the death duties paid by better-off Britons, saying the idea seemed to have been “dreamed up on the playing fields of Eton.” But there was a much broader target.

    His intention was to score a point by depicting his adversaries③ as devoted to furthering the narrow interests of those born to wealth and privilege. But the inference went much further: In advance of elections expected next May, Mr. Brown was declaring class warfare a perilous ploy.

    의회에서 그는 보수당이 부유층의 상속세 감세를 공약으로 내건 것을 비난하며 이를 ‘이튼의 운동장에서나 할 법한 생각’이라고 비난했다. 이는 그러나 비단 영국 사회의 상류층만을 겨냥하고 한 말이 아니다.

    By assailing Mr. Cameron′s quintessential poshness of voice, manner and upbringing④, Mr. Brown sought to coax forth some of those old, egalitarian Labour instincts⑤ that seemed to get so lost in the get-rich-quick era of his predecessor, Tony Blair.

    Mr. Cameron responded with old Etonian hauteur. “It′s a petty, spiteful, stupid thing to do,” he said, “but if that′s what they want to do, you know, go ahead.”

    To outsiders, the debate might seem faintly ridiculous if it were not for the malaise in which the exchanges bubbled forth.

    캐머런의 상류층 특유의 말투나 태도, 성장 배경 등을 비난하며 고든 브라운은 나이 든 영국인 세대의 평등주의적인 사고방식에 호소하고자 하였다. 이는 토니 블레어 시절의 노동당에서는 취하지 않았던 전략이다.

    캐머런은 이러한 공격에 대해 상류층다운 태도로 대응하였다. “참으로 하찮고, 비열하고, 멍청한 행위라고 하지 않을 수 없다.” “하지만 그런 것이 그들이 원하는 바라면, 얼마든지 그렇게 하라.” 제삼자의 눈으로 보기에 이들이 주고받는 공격이 어쩌면 다소간 우스꽝스럽게 보일 수 있다. 그러나 그들이 처한 상황은 그렇게 단순하지 않다.

    Rarely in recent years has this land known such doubt and grievance among those who will choose the next government. Troops are dying in Afghanistan in a war many people do not understand or support. In a time of dogged recession, the job market is shrinking and national debt is rising. Bankers′ continued hankering for mega-bonuses despite government bailouts has tapped deep, dark pools of resentment, prompting the authorities to declare a populist, windfall tax this week on such payouts. Even in the supposed mother of parliaments, legislators are under scrutiny for the extent of their expenses.

    영국인들은 자국의 정치를 그 어느 때보다도 회의적인 시각으로 바라보고 있다. 영국의 젊은 군인들은 국민이 이해도 할 수 없고 지지하지도 않는 전쟁 때문에 아프가니스탄에서 죽어가고 있다. 경제는 계속적인 하강 곡선을 그리고, 고용 시장은 위축되며 나라의 빚은 날로 늘어만 가고 있다. 정부가 기업 회생을 위한 대규모 금융 지원을 계속하고 있는 가운데 은행가들은 여전히 거액의 보너스를 취하고 있으며 이는 국민의 심기를 극도로 불편하게 만들어 정부로 하여금 이러한 보너스에 대해 무거운 세금을 부과하는 포퓰리즘적인 정책을 취하도록 만들었다. 게다가 전세계 의회 정치의 모범이라 불리는 이 나라에서도 의원들의 무절제한 지출이 도마 위에 오르고 있다.

    One claim, revealed this week, related to the restoration of a clock tower on a rural mansion. Another, famously, was for houses for pet ducks. The Daily Mirror listed the claims alphabetically as “the A to Z of greed.”

    Laid out in budgetary forecasts this week, moreover, the future is one of privation and austerity familiar enough to earlier generations, but an unwelcome intruder after the Blairite dream of magically unlimited economic expansion, encouraged by Mr. Brown in his decade as Chancellor of the Exchequer.

    More than usually, the looming electoral tussle is a battle for the heart of an unhappier Britain, fought, this time, on the playing fields (where they still exist) of the state-run schools, in the tax-funded hospital wards and on the police beats in areas of high crime and low hope.

    영국에서 이번 선거전의 향배는 현실에 불만을 가진 유권자의 마음을 어떻게 사로잡느냐에 달려있다고 해도 과언이 아니다. 비유적으로 말하자면 이번 선거의 승리 여부는 ‘공립 학교의 운동장, 국가 보조를 받는 병원, 슬럼가 경찰의 순찰구역’에 달려있다.

    At this time of national unease, Mr. Brown′s unpopularity has been deepened by mishaps and missteps that cling to him like a miasma of political clumsiness.

    The prime minister has been heartened by successive opinion surveys showing Conservatives′ lead over Labour narrowing, although it is still pretty wide 38 to 30 percent and the majority of voters expect that Mr. Cameron will emerge the electoral victor.

    국민의 불만이 고조되어 있는 현 시점에서 정치에 서툴다는 브라운 총리의 이미지는 그의 발목을 잡고 지지율을 끌어내리고 있다. 그에게 있어 보수당과 노동당 지지율 격차가 줄어들고 있다는 최근의 여론조사 결과는 상당히 고무적이다. 그러나 보수당 지지율은 38%, 노동당 지지율은 30%로 그 격차는 여전히 현격하다. 영국인 대부분이 이번 선거의 승리자는 데이비드 캐머런이 될 것으로 예상하고 있다.

    Mr. Brown′s manner in Parliament has been less brooding and hang-dog, as if he has been tutored by some dark spin doctor in the delivery of punchy one-liners, not just about his adversary′s education. Last Wednesday, for instance, he turned to Mr. Cameron and quipped: “When I listen to him now, it seems to me that he has lost the art of communication, but not, alas, the gift of speech.”

    Indeed, Mr. Brown′s Etonian jibe has illuminated a central dilemma for the opposition leader, who wants to establish the Conservatives as a party for all Britons not just for posh people with fancy names without alienating its traditional support among the blue-rinse, white-collar middle class.

    마치 스핀 닥터의 지도라도 받는 듯 의미심장한 발언들을 연이어 쏟아내며, 최근 브라운 총리의 서툰 이미지도 조금씩 개선되고 있는 듯하다. 지난 수요일에도 그는 캐머런을 향해 일갈했다. “그가 말하는 것을 듣고 있자니, 말재주만 남고 의사소통의 기술은 사라져버린 것만 같다.”

    브라운의 이튼 발언은 캐머런이 지니고 있는 어려움을 잘 부각하고 있다. 전통적인 지지 기반이었던 노년층, 화이트칼라 중산층을 소외시키지 않으면서도 캐머런은 보수당을 비단 영국의 기득권층을 위한 정당이 아니라 모든 계층의 영국인을 위한 정당으로 보이게끔 해야 하는 과제에 직면해 있다.
