Last month I met Lee Chun-sim who was a nurse in the North Korean Army. She came to South Korea last month. Ms Lee first learned another life was possible when as a member of the North Korean Army she came across a balloon that carried radios, clothing and pamphlets denouncing the North Korean government. After clandestinely listening to South Korean radio broadcasts Ms Lee began to dream of a different life.

Ms Lee wants the balloons to continue to be sent. “They should not be stopped. That is how I got to know about South Korea. I dreamt about going to South Korea,”she says.

최근 나는 북한군에서 간호사로 활동했던 이춘심이라는 분을 만났다. 지난달 한국에 들어온 그는 북한군에 있을 때 북한 정권을 비난하는 전단지와 단파 라디오, 옷 등이 담긴 풍선을 발견하고 이 세상에서 다른 삶이 가능하다는 것을 처음으로 알게 됐다고 말했다. 이씨는 은밀히 남한의 라디오방송을 들은 뒤 다른 삶을 꿈꾸기 시작했다. 그는 대북 풍선이 계속 보내지기를 원한다며 “대북 풍선 보내기를 멈춰선 안 됩니다. 그것을 통해 저는 남한으로 오는 꿈을 꿀 수 있었습니다”라고 말했다.

Something is Rotten in South Korea‘s Opposition

I am not, I am absolutely sure, the only one who is profoundly disappointed with the behavior of the country‘s National Assembly men and women. Faced with plummeting foreign investor confidence in the guardians of the Korean economy, legislators have preferred fisticuffs to reasoned debate. Amid mounting evidence that a comprehensive package of measures is needed to underpin the economy, the parliament has instead been subjected to shouting matches, boycotts and blockades.

단언컨대 나만 이 나라 국회의원들의 행위에 실망한 건 아니다. 한국 경제의 보호막인 외국 투자자 신용이 크게 떨어지면서 의원들은 이성적인 토론보다는 난투극을 더 선호해왔다. 경제의 기초를 보강하기 위해 포괄적인 조치가 필요하다는 징후가 커져가는 가운데 국회는 시끄러운 말다툼을 벌이고 보이콧, 봉쇄정책을 겪고 있다.

Much of the blame lies with the members of the opposition who have acted as petulant five year olds rather than as adult members of society, conscious of their obligations to the country which gave them their responsibilities. The opposition‘s electoral humiliations in the presidential and parliamentary elections has served, it seems, only to embolden them to embark on a path of irresponsibility and recklessness. Of the raft of the legislation the ruling party wanted passed during the latest parliamentary session, only a trickle have been passed because of the opposition parties‘ refusal to countenance a vote. By doing so the opposition has demeaned itself further in the public‘s eyes. They have shown no respect to the nation which voted comprehensively for a tax cuts, deregulation and privatization.

특히 비난은 야당 의원들이 듣고 있다. 그들은 책임을 부여한 국가에 대한 의무를 잘 의식하고 있는 사회의 성인 구성원이라기보다는 화 잘 내는 다섯 살 꼬마처럼 행동했다. 지난 대통령선거와 국회의원선거에서의 패배가 무책임과 무모함으로 가는 길로 나서도록 용기를 줬는지도 모른다. 12월8일 현재 여당이 정기국회에서 통과시키고 싶어했던 많은 법률 가운데서도 아주 소수만 통과된 상태다. 야당이 거부했기 때문이다. 그렇게 함으로써 야당은 스스로 국민 앞에서 품격을 떨어뜨렸다. 그들은 감세와 규제철폐, 민영화 정책을 지지하며 투표했던 많은 국민에게 아무런 존경심도 보여주지 않았다.

Whatever ones opinion is of President Lee Myung-bak‘s neo-liberal economic agenda, the elections in the last 12 months have given his government the right to pursue his policies. By disrupting parliament to the extent where even next year‘s budget is cruelly delayed, the opposition has proved itself to be no guardians of the country‘s well being. The opposition may have succeeded in stymieing the president and his legislation, but they have sown the seeds of their demise with their actions. Few voters would trust them to take over the reins of the country again in four years after their performance this year. More worryingly, perhaps, is that the opposition has also contributed to rising cynicism about politicians. If people are cynical about their lawmakers it can only sap the strength of the foundations of a democracy. That perhaps is the opposition‘s greatest crime.

이명박 대통령의 신자유주의 경제 어젠더에 대해 개인적인 의견이 어떻든 간에 지난 12개월 사이의 선거는 그의 정부에 그 정책을 추구할 권리를 줬다. 심지어 2009년도 예산안까지 통과시키지 못하게 붙잡을 정도로 국회를 혼란에 빠뜨림으로써 야당은 이 나라 번영의 수호자가 못 된다는 것을 스스로 입증한 셈이다. 야당은 대통령과 그의 법률안을 방해하는 데는 성공했을지 모르지만, 자신들의 행동으로 그 법률안들이 폐기되도록 하는 씨를 뿌린 셈이다. 올해 그들의 행위로 인해 선거권자들은 야당이 4년 안에 이 나라의 통제권을 장악하도록 신뢰를 보내지 않을 것이다. 더욱 우려스러운 것은 야당의 행위가 정치 냉소주의를 확산하는 데 기여하고 있다는 점이다. 만약 사람들이 국회의원들에 대해 냉소적으로 된다면 민주주의 토대의 힘을 약화시킬 뿐이다. 이것이 야당의 가장 큰 범죄 아닐까.
